Developer Lacus, LLC, plans to build a residential development in the Enchanted Lake area of Kailua. The proposed neighborhood will be situated on 4.9 acres of undeveloped property bordered by Akamai Street, Akupa Street, Nanaloko Place and the Ka‘elepulu Wetlands. The State has designated the area for urban land use, with the City & County of Honolulu zoning the parcel R-5. The parcel is outside of the Special Management Area.

The project will likely break ground in early to mid-2020. Construction of homes will be done in phases, with completion of each phase dependent upon market demand.

  • The current neighborhood plan includes 28 residential units consisting of single-family homes and duplexes.
  • The single-family homes will feature three or four bedrooms and range in size from approximately 2,330 to 2,870 square feet including the garage and covered outdoor space.
  • The duplexes will feature three bedrooms and be approximately 1,780  square feet, including the garage and covered outdoor space.
  • Two units will be designated as affordable housing.
  • All of the residences will feature an enclosed two-car garage.
  • The homes will be designed to fit into the fabric of the existing neighborhood.
  • The entrance to the planned neighborhood will be from Akumu Street where it intersects with Akupa Street.
  • The neighborhood will feature private roads, a play area, a park and guest parking stalls.
  • The homeowners’ association will be responsible for the upkeep of all common areas.
  • Storm water will be retained on site to the greatest extent practicable. This will help resolve water issues that currently exist with neighboring properties.
  • Park space will be dedicated to the city and available to the public.

Noise and dust mitigation measures will be implemented and a hotline will be established for fielding any questions or concerns during construction.
